Preheat the air fryer to 400°F/200°C for 5 minutes. Pat the flank steak dry with a paper towel.
Mix together the brown sugar, garlic powder, cumin, onion powder, paprika, salt, and black pepper in a small bowl.
Sprinkle the flank steak on both sides with the spice mixture.
Place the flank steak in the air fryer basket.
Air fry at 400°F/200°C for 10-12 minutes, flipping the meat over halfway through, until the meat reaches an internal temperature of 130°F. Top with chopped cilantro.

Notes
Let the flank steak sit out at room temperature for 30 minutes so that it is not cold when going into the air fryer.
Be sure to pat your steak dry so that the spices will adhere to the steak.
At the store, try to get a flank steak that is about 1-inch thick. If your flank steak is thinner than 1 inch it may take less time to cook. If your steak is smaller than 2 pounds it may also take less time to cook.
I like to cook my steak to an internal temperature of 130°F, which takes about 10-12 minutes in the air fryer for a 2 lb flank steak. I find this is perfect for medium/medium rare flank steak as the temperature will rise a few degrees while it rests from residual cooking. You may need to cook your steak longer for a more well-done temperature.
Always check the air fryer sooner than you need to and use a meat thermometer to take the internal temperature of the steak to be sure you do not overcook it.
Pro Tip: This recipe can be made in the air fryer unit with a basket or the air fryer oven. If you are using the air fryer oven, use the middle rack and select the "Air Fry" function.
Pro Tip: Check your food as it cooks. Each air fryer runs a bit differently. Sometimes airfrying is a trial and error process. Check your food as it cooks to learn your air fryer better! When cooking a new recipe or food items be sure to check your food often to help avoid over/under cooking.
